On Thursday, Oct. 29, the U.S. Office of Personnel Management will host a virtual hiring fair for early-career federal jobs. According to Government Executive, OPM Director Scott Kupor said 16 agencies will "do online interviews with folks, and we're going to make job offers on the spot."
Same-day offers are a bold goal for any employer. In government, where every hire runs through assessments, approvals, and documentation, they only work if most of the process is finished before the interview starts.
Why now: the fair is tomorrow, and OPM's FY 2027 guidance sets a governmentwide target that at least 33% of external hires be early-career, per GovExec. State, county, and city agencies planning their own hiring events this winter can learn from how this one is built.
What OPM has said about the fair
The details come from Government Executive's Oct. 27 report:
- Who can join. An OPM spokesperson said the event is only for applicants who are already going through the hiring process.
- What it is for. "The purpose of the hiring fair is to coordinate across agencies to complete virtual interviews and initiate job offers for early career positions across the country," the spokesperson said.
- The bigger goal. The fair supports OPM's goal of recruiting more than 30,000 early-career employees into the federal workforce.
- The open questions. The Partnership for Public Service said OPM has shared little about who is being recruited, for which positions, and how skills-based assessments fit in. "Hiring fairs can help bring early career talent into federal service, but only if participants know who is being recruited, for which positions and what's expected of them," said Jenny Mattingley, the group's vice president of public policy and stakeholder engagement.
OPM has also launched an Early Career Talent Network at EarlyCareers.gov, where people can express interest in roles across multiple agencies.
Why the "already in process" rule matters
Limiting the fair to candidates already in the pipeline is what makes on-the-spot offers possible. By the time they log in, the slow work is presumably behind them. The fair compresses the last steps, the interview and the offer, into one day.
That is the real lesson for public-sector recruiters. Speed at the end comes from discipline at the start.
What has to be ready before a same-day offer
Whether you run a federal, state, or local hiring event, check these before the day:
- A clean candidate list. Know exactly who is eligible to interview and which requisition each person is tied to.
- Scheduled panels, not open calendars. Each interview needs the right panel members, a time slot, and a working video link, confirmed in advance.
- Structured interviews. Use the same job-related questions and scoring for every candidate in a role, so a fast decision is still a fair and documented one.
- Pre-approved offer terms. Grade, pay, location, and start conditions should be approved before anyone says "you have an offer."
- Clear next steps. A candidate who gets an offer on the spot still faces background checks and paperwork. Tell them what comes next and when.
- Answers for everyone else. Candidates who are not selected deserve a prompt, clear answer too.
A hypothetical example
Imagine a hypothetical state transportation department hiring 20 entry-level engineering technicians. Two weeks before its virtual event, HR confirms which applicants have passed the assessment and sends each one a self-booking link for a panel slot. Offer letters are drafted from an approved template. On event day, panels score candidates with the same rubric, and HR sends e-signature offers that afternoon. Background checks start the next morning. This scenario is illustrative only, not a real agency or a reported result.
Why Pereless
Pereless Systems is an enterprise applicant tracking system built for teams that hire at scale, including the public sector. For an agency planning fast, organized hiring events, the Pereless platform offers:
- Scheduling that holds up on event day. Candidates self-book from real Outlook or Google Calendar availability. Panel interviews coordinate multiple calendars, rooms, and video links, and reminders go out automatically.
- One record per candidate. Applications stay organized by requisition, so anyone on the team can see where each candidate stands.
- Two-way text recruiting. Confirm interviews and send next steps by SMS, with every message kept on the candidate record and opt-in handling managed.
- Offers and onboarding in the same system. E-signature offer letters and a guided new-hire packet, including I-9 and W-4, then a handoff to your HRIS or payroll.
- Reporting for oversight. Time to fill, source performance, and funnel dashboards, with EEO and OFCCP reporting from the same data.
- Connected screening. Integrations with background screening and video interviewing partners keep one candidate record authoritative.
Pereless does not set hiring standards, conduct background investigations, or make selection decisions. Your HR staff and hiring officials own those decisions.
