On Oct. 28, at its HR Symposium/Xpo in Orlando, Gartner predicted that by 2029, 30% of employees who were terminated and replaced by AI will be rehired, "often at a higher cost."
"Many organizations are making AI and workforce decisions in the wrong order," said Caitlyn McDonough, Vice President Analyst in the Gartner HR practice. "They decide how many people to let go before they understand what it will take to get work done."
Every one of those rehires becomes a requisition. Someone has to source, assess, and onboard those people a second time, usually under more pressure than the first.
Why now: many enterprises are setting 2027 budgets and headcount plans this quarter. Talent acquisition leaders who bring hiring data into those conversations now can help prevent a costly round trip later.
What Gartner found
The figures below come from Gartner's Oct. 28 release and its conference highlights:
- Few organizations plan well. In a July 2026 Gartner survey of 297 CHROs, only 19% of organizations had workforce planning practices that effectively help leaders understand how work is changing, account for AI's impact, and realign talent strategies with business goals.
- Planning pays. Organizations with effective workforce planning are 1.4 times more likely to exceed revenue goals and 1.5 times more likely to exceed cost goals.
- Middle management is part of the pattern. In a separate session, Gartner predicted that by 2028, 75% of organizations that cut middle-management headcount due to AI investments will hire back at least half of those roles, according to its Day 2 highlights.

Gartner's five planning phases
Gartner's new framework starts with enterprise strategy rather than today's jobs. It has five phases:
- Identify the workforce capabilities most critical to executing business strategy.
- Forecast future work demand and capacity requirements.
- Assess future workforce supply, including both human and AI-enabled capacity.
- Quantify workforce gaps and evaluate potential solutions based on cost, risk, and speed.
- Establish governance to prioritize and fund workforce investments.
Gartner advises CHROs to pilot the framework for one or two business capabilities before scaling it.
What recruiting teams should bring to the table
Phases three and four are where talent acquisition has evidence that no one else in the room has. Here is what to prepare.
1. Real time-to-fill by role family
If a plan assumes a role can be cut now and refilled later, the planners need to know how long that role actually takes to fill. Bring the numbers, not estimates.
2. Source performance for hard-to-fill roles
Show which channels produce hires for critical capabilities. "Buy" is only a realistic option in phase four if the pipeline exists.
3. Funnel conversion, not just volume
Applications are up, but quality is the constraint. In a Gartner session reported by HR Dive, Senior Director Analyst Jamie Kohn said application volume has more than doubled in the last two years, while organizations say they are working harder to find high-quality candidates.
4. Recruiter capacity
A rehiring wave lands on the same recruiters already carrying today's requisitions. Workload data shows planners what speed is realistic.
5. Metrics that reflect the outcome
Kohn urged employers to measure what they want recruiters to do, such as slate quality, time to productivity, and candidate confidence. "If recruiters have to fight the system to be strategic, the system's probably going to win," she said.
A hypothetical example
Imagine a hypothetical national insurer that plans to reduce its claims operations staff as it introduces AI tools. Before the plan is final, the talent acquisition team shares 18 months of time-to-fill and source data for senior adjusters. The data shows those roles take far longer to fill than entry-level roles. The planning group decides to pilot the change in one region and keep experienced adjusters in place until the new workflow is proven. This scenario is illustrative only, not a real company or a reported result.
Where Pereless fits
Pereless Systems is an enterprise applicant tracking system built for teams that hire at scale. It does not make workforce planning decisions. It gives recruiting leaders a reliable record to bring to them. Based on the Pereless platform features:
- Analytics built for executive review. Dashboards cover time to fill, source performance, funnel conversion, and recruiter workload, with scheduled PDF or CSV exports.
- Candidate records that stay intact. Applications are organized by requisition, with resumes, notes, and details attached to each record and role-based access for the team.
- Requisitions built once. Requisition templates and distribution to major job boards and your own career site from a single screen.
- Career pages with structured job data. Branded, mobile-first career sites include structured job posting data, search, alerts, and one-page apply.
- Connected to your systems. Integrations with HRIS, payroll, background screening, and video interviewing, plus a documented REST API, webhooks, and SAML single sign-on.
