At the Gartner HR Symposium/Xpo in Orlando last week, Gartner senior director analyst Jamie Kohn told talent acquisition leaders that application volume has more than doubled in the last two years, according to HR Dive's report on the session. Kohn added that data from other companies points to volume near tripling, due in part to bots and AI agents. For enterprise teams that run high volume recruiting, that changes the math on every requisition.
Below is what Gartner said, what it means for large employers, and a practical operating model for handling more applications without losing quality.
What Gartner said about application volume and AI
HR Dive reported four trends from Kohn's October 26 session. Three matter most for teams hiring at scale:
- Machines are a new audience. By 2029, 1 in 4 candidates may be represented by a machine, per Gartner research. Kohn said, "You may be getting applications from people who have never heard of your job or company."
- Volume is up, quality is harder. Application volume has more than doubled, while organizations say they are working harder to find high quality candidates.
- Recruiters need new metrics. Kohn suggested measuring what you actually want recruiters to do, such as slate quality, time to productivity, and candidate confidence. "If recruiters have to fight the system to be strategic, the system's probably going to win," she said.
A day later, Gartner's own Day 2 highlights summarized a second Kohn session on the recruiting manager role. Gartner said that while 56% of CEOs expect to use AI to delayer middle management within five years, recruiting managers are becoming "the critical control point for hiring quality, speed, risk management and human-AI collaboration." Its advice: free those managers for high value decisions by automating administrative work.
Why high volume recruiting needs a new operating model
Most enterprise hiring processes were built for a world where a posting drew a manageable number of applicants. When volume doubles, three things break at once: recruiters spend their days on administrative work, hiring managers wait longer for slates, and good candidates drop out before anyone calls them.
Take a hypothetical regional healthcare system hiring 300 patient access and environmental services staff a quarter. If each requisition now draws twice as many applications, adding recruiters in proportion is rarely an option. The system has to change the process instead.
A 4 part playbook for enterprise teams
1. Write for humans and machines. Kohn advised clear, structured, text based content, specific claims supported by data, and comprehensive answers to candidate questions. Audit your career pages and job postings: is pay, schedule, location, and the hiring process stated plainly in text, not buried in an image or PDF?
2. Standardize the repeatable roles. Kohn noted that roles that are "stable and repeatable, where criteria are really clear" may be lower risk places to move faster. Use requisition templates and consistent screening criteria for those roles so every recruiter evaluates the same way.
3. Take scheduling off the recruiter's plate. Interview coordination is the clearest example of administrative work worth automating. Self scheduling and automated reminders return hours to recruiters and shorten time to slate.
4. Change what you measure. Keep time to fill, but add slate quality and time to productivity. Review source performance monthly so you put budget where qualified applicants actually come from, not where raw volume comes from.
Old model vs. high volume model
| Area | Traditional process | High volume recruiting model |
|---|---|---|
| Job content | Short, generic postings | Structured, specific, text based postings and career pages |
| Screening | Recruiter reads every application in order | Consistent criteria and templates for repeatable roles |
| Scheduling | Email back and forth | Candidate self scheduling with automated reminders |
| Candidate contact | Email only | Two way text messaging with consent tracking |
| Metrics | Time to fill, applicant count | Slate quality, time to productivity, source performance |
| Manager role | Driving execution | Coaching judgment and making high value decisions |
Where Pereless fits
Pereless is built for enterprise recruiting teams that need control and consistency at scale, including public sector employers. Based on the capabilities listed on our features page:
- Structured career pages. Branded, mobile first career pages with job search, alerts, one page apply, and structured job posting data, which supports the clear, structured content Gartner recommends.
- Requisition templates and distribution. Create requisitions from templates and distribute them to major job boards and your career site.
- Self book scheduling. Candidates self book from Outlook or Google calendars, with panel coordination and SMS reminders.
- Two way SMS. Text candidates with templates and bulk campaigns, with consent tracking.
- Analytics and compliance reporting. Track time to fill, source performance, funnel conversion, and recruiter workload, with EEO and OFCCP reporting and scheduled exports.
- Integrations. Connect background screening, video interviewing, and HRIS or payroll systems through integrations, a REST API, webhooks, and SAML SSO.
Application volume is not going back down. The teams that win will be the ones whose systems let recruiters act like strategists, not sorters.
FAQ
What is high volume recruiting? High volume recruiting is hiring for many similar openings at once, often for repeatable roles, using standardized requisitions, consistent screening criteria, and automated scheduling and communication so a recruiting team can handle large applicant pools.
How much has application volume grown? At the Gartner HR Symposium/Xpo in October 2026, Gartner's Jamie Kohn said application volume has more than doubled in the last two years, with data from other companies pointing to volume near tripling, partly due to bots and AI agents, as reported by HR Dive.
Which recruiting metrics does Gartner suggest? Kohn suggested metrics that reflect strategic recruiter work, such as slate quality, time to productivity, and candidate confidence.
How can enterprise teams reduce recruiter administrative work? Gartner recommends automating administrative work so recruiting managers can focus on high value decisions. Candidate self scheduling, automated reminders, requisition templates, and two way text messaging are common places to start.
